Layer 2 networks run on top of Ethereum to make transactions cheaper and faster. Several have rewarded early users with large airdrops, so new layer 2s draw attention long before any token is announced.
What tends to count is genuine use over time: bridging funds in, using several apps on the network, and coming back across weeks rather than in one day. Many networks also reward users of the apps built on them, so the ecosystem matters as much as the chain.
Bridge through official bridges or well known aggregators, and keep enough ETH on the network for gas.
